LEAD Program

What is the LEAD Program?

Law Enforcement Assisted Diversion

Centered at the intersection of public health, public safety and racial justice, LEAD builds a non-punitive, community-based system of response to better address problematic or unlawful behavior that stems from unmanaged substance use, mental health challenges, or extreme poverty.

Who We Serve

LEAD is designed to provide a new pathway to long-term, community-based care which includes harm reduction case management for people who commit, or are at high risk of committing, law violations related to their behavioral health challenges and/or income instability. 

Arrest
Diversion

Rather than arresting individuals for an alleged crime, law enforcement officers choose to divert them to LEAD.

Social
Contact

Police and others in the legal system can refer individuals with criminogenic histories to LEAD without the occurence of an alleged crime.

Community Referral

Community members can directly refer eligible people to LEAD without involving law enforcement o­fficers or systems.

LEAD Services

Reorient. Improve. Reduce. Undo. Sustain. Strengthen.

Short- Term

Food, clothing, hygiene services, medical referrals, and shelter.

Long- Term

Food, clothing, hygiene services, medical referrals, and shelter.

Services such as substance use treatment, mental health counseling, housing, transportation, health care, benefits, obtaining ID, vocational training, education, employment, and legal services.
